The 49ers are signing Burgess (hamstring) to a one-year contract, Adam Schefter of ESPN reports.
Burgess only appeared in four games with the Packers last season before going down due to a hamstring injury, but it appeared that he was nearing a return before the team's loss in the NFC Championship Game. The 27-year-old will now compete for a depth role in San Francisco's linebacker corps.
